INTRODUCTION:
The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH), the United States Air Force School of Aerospace Medicine (USAFSAM) and the Human Systems Integration Directorate (HP). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.


DESCRIPTION OF SERVICES:
The contractor employee shall provide all logistics management services in support of the USAFSAM, Defense Institute for Medical Operations (USAFSAM/IE) to assist with customer support, administrative and equipment/supply functions, including inventory management in accordance with policies, procedures, and directives.


Mandatory Qualifications:
  • The contractor shall possess an Associate’s degree in Logistics, Supply Chain Management, or Business Management related degree.
  • The contractor employee shall possess a minimum of five (5) years of medical logistics experience.
  • The contractor must show demonstrated knowledge of sourcing/procuring supplies, use of the Defense Medical Logistics Standard Support (DMLSS) system, and Microsoft Word, Outlook, Excel and PowerPoint.
  • The contractor shall have a valid driver’s license in order to operate a Government or GSA vehicle.
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance.
     

Highly Desired Qualifications:
The contractor shall show demonstrated knowledge of experience with Department of Defense or Department of Veterans Affairs property and financial accounting based on automated data processing, logistics and related publications, medical materiel procedures, identity and general characteristics of medical materiel, and organization of medical materiel accounts.



Tasks:
  • The contractor shall perform and manage administrative functions related to supply and equipment management.
  • The contractor shall prepare requisitions, receive and maintain medical consumable supplies and training aids to facilitate Government Purchase Card and/or DMLSS requests.
  • The contractor shall provide status updates to DIMO personnel including leadership and mission planners on issues, schedules, and related supply/equipment/training aids matters. The Contractor shall attend meetings as necessary to communicate status updates.
  • The contractor shall establish a process to monitor accountability of supply and equipment items ensuring effective internal controls for processing property documents and maintaining accountable records.
  • The contractor shall determine and evaluate proper stock and inventory control.
  • Provide inventory management and reporting on a quarterly basis to include, but not limited to, supplies, equipment, and training aids.
  • The contractor shall ensure effective mission support to include, but not limited to checking out/in training aids and IT equipment; packing consumable supplies in support of mission requirements to all internal customers.
  • The contractor shall develop and manage effective equipment refresh/replacement schedules for all assigned training aids and equipment.
  • The contractor shall perform market research on training aids, medical supplies and equipment in support of mission requirements and updated/changing course requirements.
  • The contractor shall oversee equipment tracking for purchases and provide assistance to property custodians.
  • The contractor shall coordinate internal operations with medical equipment maintenance inventory.
  • The contractor shall conduct internal inspections for compliance with policies.
  • The contractor shall be able to use a Government vehicle as required in support of mission operations to include, but are not limited to, delivering and picking up mission supplies.
  • The contractor shall be able to drive and use a commercial rental vehicle when traveling in support of DIMO mission operations.


Work Location:
Work shall be accomplished at JBSA Lackland, TX 78236. Temporary alternate work locations may be assigned as circumstances dictate by the government.


Work Schedule:
Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.


Travel:
No travel is anticipated for this effort.


U.S. Citizenship:
Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.



SECURITY:
All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor. No foreign nationals shall be employed for any requirement issued under this contract without prior approval of the Government.
