Introduction:

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education, and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH), the United States Air Force School of Aerospace Medicine (USAFSAM) and the Human Systems Integration Directorate (HP). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support. Description of Services:

The purpose of this effort is to acquire web developer(s) in support of the Technical Operations Division of USAFSAM Occupational and Environmental Health Department (OE). Developers will design, build, test, and deploy both enhancement and sustainment capability on the HPWS portal in support of OE. HPWS is a web application using a ColdFusion 2018 application server, Oracle 12c, and Microsoft SQL Server 2016 on Windows Server 2016 Datacenter 10.0. HPWS provides mission critical support to the 711th Human Performance Wing and serves over 2.5 million views yearly to Air Force and other DoD users worldwide. Web development and computer programming support is provided to the Wing through the HPWS Program Office, 711 HPW/OMCI. The contractor shall meet all requirements per the basic contract and provide a professionally and technically qualified individual to perform all tasks in the following paragraphs to fulfill the requirements of this contract.


Mandatory Qualifications:
 
  • Minimum Educational Requirements (one of the following)
     B.S. in Computer Science, or related, and 4 years relevant work experience
     Any Bachelor’s Degree and 6 years relevant work experience
     Any post-secondary education and 8 years relevant work experience
 
  • The Web developer shall have senior-level programming experience developing data-driven web applications using Adobe ColdFusion or similar web application platform, Oracle PL/SQL, Microsoft SQL or similar relational database, XML, HTML, CSS, JavaScript, jQuery. Familiarity with the D3 data visualization JavaScript library is preferable.
 
  • The Web developer shall have experience connecting server-side resources and services with client-side functionality using jQuery AJAX transactions.
 
  • The Web developer shall have experience processing complex data sets within an Oracle, or similar, relational database. This includes reading, understanding, designing, writing, and modifying complex SQL queries, stored procedures, and functions.
 
  • The Web developer shall have experience designing, building, and modifying relational database objects, including tables, views, sequences, triggers, procedures, and functions.
 
  • The Web developer shall have experience working throughout the entire software development lifecycle; from collecting and documenting requirements, to designing, building, testing, and deploying a complete web application.


Tasks:
 
  • The Web developer shall demonstrate skill and competence with Web development and database technologies. These include Adobe ColdFusion or similar platform, Oracle PL/SQL or similar, HTML, CSS, JavaScript, and jQuery. Web developers who are new to HPWS will be required to complete a two-to three-week training period to introduce them to the HPWS web application framework. This training period will include a short project where the contractor will be required to demonstrate their skills and technical ability.
 
  • The Web developer shall interact with government customers to understand technical requirements for computer programming projects.
 
  • The Web developer shall participate in the creation of technical documentation. This includes functional requirements documents, system design documents, relational database diagrams (ERDs), test plans, deployment plans, training material, and other project management artifacts.
 
  • The Web developer shall program new capabilities based upon information contained within design specifications provided by the government.
 
  • The Web developer shall produce training content for web application screens as well as providing in person training if needed.
 
  • The Web developer will, at times, be required to manage data that may be categorized as Controlled Unclassified Information, sensitive, or Personally Identifiable Information, and as such, will be required to take government-furnished training on how to correctly handle these types of records.
 
  • The Web developer shall participate in regularly scheduled and ad hoc project meetings. This may be in person, over the telephone, or using AF-approved virtual meeting software (DAF365 Microsoft Teams).
 
  • The Web developer shall communicate project status weekly to primary stakeholders and project management personnel in person, via email, and through the use of government-proscribed tools and documentation.
 
  • The Web developer shall complete programming projects that comply with existing coding standards, design styles, and project management methodologies for all projects within the HPWS System.
 
  • The Web developer shall support 508 Accessibility standards (W3C WCAG 2.0) in the design, production and maintenance of all user interfaces.
 
  • The Web developer shall support the Risk Management Framework (RMF) Certification & Accreditation process on behalf of 711 HPW/ OMCI for the HPWS application.
 
  • The Web developer shall complete government-furnished training on operational security, information assurance, Privacy Act, and records management.
 
  • The Web developer shall be available for work during the core hours of 0900-1500hrs, M-F, except Federal holidays, unless otherwise stipulated by 711 HPW/OMC. Regardless of contractor’s preferred daily start and end times, they must be working and available during those core hours. This means
  • being online and responsive to instant messages and email. The Web developer must be available for scheduled and ad hoc meetings and tele-conferences via DAF365 Microsoft Teams during core working hours. Work schedules will not exceed 40 hours per week.
 
  • Contract employees who are teleworking must use both Microsoft Teams and Microsoft Outlook (DAF365 environment) for daily (weekdays) communication with OMC project management staff and the HPWS Web development team.
 
  • Contract employees who are teleworking will perform all work on government-furnished equipment. It may be necessary for contract developers to physically travel to Wright-Patterson AFB during in processing in order to pick up their government-furnished equipment (laptop), have software installed, and have their credentials cached on their equipment during initial logon. Throughout the contract period, it may also be necessary to travel to Wright-Patterson AFB to re-cache these credentials, to obtain other repair services for government-furnished equipment, or to attend meetings, if requested.
 
  • Contract employees who are teleworking will be required to supply their own Internet bandwidth in order establish a VPN (virtual private network) connection to the AF network (AFNET). No Internet browsing or other network-related activities are to be performed on government-furnished equipment without first establishing a VPN connection using an AF VPN client. Government-furnished equipment are to be used for official US government purposes only. No work will be performed on privately-owned equipment.
 
  • Contract employees who are teleworking will be allowed to connect privately-owned monitors to their government-furnished laptops if desired. Privately-owned peripheral devices that connect wirelessly, such as Bluetooth-enabled keyboards and mice, are not permitted to be connected to government furnished equipment. Privately-owned wired keyboards and computer mice are allowed as long as they do not contain any onboard memory. Privately-owned headsets may be connected to government furnished equipment via the 3.5mm audio port only. Government-furnished USB headsets are also permitted. No other peripheral devices may be connected to government-furnished equipment without official authorization from OMC IT Operations.
 
  • Contract employees who are teleworking will not be permitted to print government information or materials on privately-owned printers. No privately-owned printer may be connected to government furnished equipment, either wirelessly or through a hard-wired connection. Government information
  • and materials are not permitted to be stored on privately-owned, peripheral storage media such as CDs, and DVDs, and USB-connected devices. At no time may non-government-approved storage devices such as optical drives, SSD drives or portable hard disks be connected to government equipment.


Base Support:

The contractor shall be provided office space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.


Place of Performance:

All contractor support/services will be accomplished by full time telework yet, the contractor must be available for daily, weekly, monthly, or ad hoc meetings as necessary. Those meetings will be accomplished via Microsoft Teams as designated the Technical Advisor or COR/Program Manager. The
developer will complete the training project and fulfillment of the contract requirement via virtual private network (VPN) connection to the Human Performance Wing Support System (HPWS) development environment.



Schedule:

711 HPW AIS Support must be available from 8:00 AM – 5:00 PM (EST), Monday - Friday, except Federal holidays, unless otherwise stipulated by 711 HPW/OMCI. Unless approved by the Government, normal duty schedules will be from 8:00 AM – 5:00 PM EST (8 hours per day with a 1-hour lunch break). There may be times when it is necessary for the contractor to work before or after normal duty hours in support of specific tasks. Although the schedule may have to be flexible, it will not exceed 40 hours per week, per contract employee.


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.


Travel:

No travel is anticipated for this effort.


SECURITY:

All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
