Introduction:


The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH), and the United States Air Force School of Aerospace Medicine (USAFSAM)). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support. This effort will be part of a continuing partnership between the USAF School of Aerospace Medicine (USAFSAM), the Air Force Medical Readiness Agency (AFMRA), and the Defense Health Agency (DHA). It focuses on developmental work to transform numerous sources of Public Health data into concise and flexible visualizations to assist senior DoD leaders and Public Health (PH) Subject Matter Experts in identifying, prioritizing, and resolving gaps in data quality and program performance and reducing risk to human health.



Description of Services:

The contractor shall meet the requirements per the basic contract and provide professionally and technically qualified individual to perform all tasks in the following paragraphs to fulfill the
requirements of this task order. The scope of this effort is to design and build multiple data processing workflows and visualizations, fed by numerous data sources and types, to enable optimal analysis and communication of Public Health program quality and performance. Products will be distributed and used by Aerospace and Operational Medicine Enterprise (AOME) teams at DoD installations worldwide, by higher headquarters personnel, and by supported line mission partners to understand and reduce risks to human health, regulatory compliance, and mission execution.
Workflows and visualizations will depend heavily upon use of data-focused programming languages and tools such as Python/Pandas and R, BusinessObjects, SQL, and Microsoft Excel; and visualization tools such as Tableau, Power BI and Qlik. End-product visualizations will facilitate user interaction with complex data sets hosted on a SharePoint site and custom-built web-based applications to allow aggregation of data, exploration of relationships between data sets, and identification of courses of action to improve data quality, program performance, and risk management.




Mandatory Qualifications:
 
  • The contracted employee shall possess a minimum of a B.S. degree in data analytics, biostatistics, bioinformatics, business intelligence, epidemiology, statistics, computer science, or a related science or engineering field that emphasizes data processing, graphical data presentation, and programming.
 
  • The contracted employee shall demonstrate at least 3 years of experience analyzing and processing data sets using Python / Pandas, R, SQL, or related programming software.
 
  • The contracted employee shall demonstrate at least 3 years of experience developing advanced data visualizations with tools such as Tableau, Tableau Server, Tableau Desktop, Tableau Prep Builder, Python / Matplotlib, or Power BI.
 
  • The contracted employee shall demonstrate a minimum of 3 years’ experience using Microsoft Office software programs including Word, Outlook, PowerPoint, Access, Excel, Visio, or SharePoint.
 
  • Because of the nature of the data sets to be used in this contract, this contracted employee must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this contract. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.
 
  • The government may consider an exception for education and/or experience requirements on a case-by-case basis.
     

Highly Desired Qualifications:
 
  • Possess a minimum of an M.S. degree in data analytics, biostatistics, bioinformatics, business intelligence, epidemiology, statistics, computer science, or a related science or engineering field that emphasizes data processing, graphical data presentation, and programming.
 
  • Possess at least 5 years of demonstrated experience applying data processing and visual analytics tools and techniques to medical (clinical), Public Health and/or Occupational and Environmental Health data sets.
 
  • Possess at least 5 years of demonstrated experience supporting the Air Force or DoD in a medical/clinical, Public Health, or Occupational and Environmental Health (OEH)-related field
    in a government civilian or military capacity.
 
  • Possess demonstrated experience using SQL for ETL (extract, transform, and load) tools and business intelligence (BI) reporting, data mining, and analytics tools across cloud-based data warehouses, operational databases and data lakes, as well as API-brokered data.
 
  • Possess demonstrated experience with Software as a Service (SaaS) / Cloud-based platforms such as AWS Redshift (Dbvisualizer) or Databricks (Redash).
     

Tasks:
 
  • The contracted employee shall:
 
  • Access, design, and build workflows to integrate and process large data sets using Python/Pandas, R, Microsoft Excel, Tableau Prep Builder, and other relevant tools as appropriate.
 
  • Build multiple advanced interactive visualizations using Tableau and other tools for use by medical and line personnel not skilled in data science and analytics.
 
  • Participate in working groups with internal and external customers to understand, define, and map data processing and visualization requirements that fulfill end user needs.
 
  • Recommend alternate options and propose mockups for ‘roll-up’ metrics, reports, and management tools to meet defined end-user needs.
 
  • Recommend changes to underlying data sets and source reports to optimize workflows and data processing/visualization efforts.
 
  • Explore and pursue opportunities to apply machine learning (ML), artificial intelligence (AI), and natural language processing (NLP) to enhance ability to categorize, process, and visually represent data.
     
 
  • Write, review, design and/or critique strategic, operational and tactical level objectives related to informatics and knowledge management.
 
  • Coordinate on a regular basis (or as requested) but not less frequently than monthly with the AFMRA/SG3PM customer to provide a summary of work accomplished and project future goals.
 
  • Collaborate daily with USAFSAM/OET on PH integration within the OEH Analytics Portal. For the PH functions outside of the OEH Analytics Portal the contractor will coordinate with USAFSAM/PH and AFMRA/SG3PM for guidance and direction.
 
  • Support compilation and analysis of data, drafting of guidance and references, and conducting special studies.

BASE SUPPORT:


The contractor shall be provided office/laboratory space, furniture and equipment, routine office supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine (or equivalent scan/email capability) and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The Contractor shall comply with local, AF and DoD policies. Full utilization of base support provided capability to perform tasks described in this performance work statement may not occur if the contract work is done remotely.



Place of Performance:


Work may be accomplished remotely or in-person at 2510 Fifth Street Bldg. 840, Wright-Patterson AFB, OH 45433 beginning on 30 September 2023. Remote work and alternate duty locations must be approved by the Contracting Officer’s Representative (COR). Remote work will require at least a one-week initial visit to Wright-Patterson AFB to obtain computer hardware and related IT systems support. Additional in-person work may be required at the direction of AFMRA/SG3PM or USAFSAM/PH not to exceed 2-3 work days per month excluding travel days.



Work Schedule:

Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM Eastern Time; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Likewise, the COR may authorize alternate work schedules as requested by the contractor employee. Although schedule may have to be flexible, it will not exceed 40 hours per week


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.


Travel:

Remote work will require at least a one-week initial visit to Wright-Patterson AFB to obtain computer hardware and related IT systems support and a visit to return hardware and related IT systems at the termination of the contract. Additional in-person work may be required at the direction of AFMRA/SG3PM or USAFSAM/PH not to exceed 2-3 workdays per month excluding travel days. No travel is anticipated for this effort if the individual works in-person or within the local commuting area of Wright-Patterson AFB Ohio.


SECURITY:

All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16- 1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
