Lead Human Performance Integrator (HPI) for Hanscom AFB, MA 01731


Mandatory Qualifications:
 
  • Shall possess at least a master’s degree in Exercise Science or Physiology from an OCAES, CAAHEP, or equivalent accredited institution.
  • Must also have either a current American College of Sports Medicine (ACSM) Exercise Physiologist Certification (EP-C) or National Strength and Conditioning Association (NSCA) Certified Strength and Conditioning Specialist (CSCS) certification. 
  • This individual must also have a great than two (2) years’ experience with data analytics.


Highly Desired:

It is preferred that the lead HPI possess specialized training or certification in other holistic health and fitness domains to include but ot limited performance psychology, performance nutrition, sleep & recovery, injury prevention, mindfulness, meditation, and spiritual wellness.


Tasks:
 
  • The Lead Human Performance Integrator will serve as the primary point of contact between MANG personnel and the contractors extended human performance network of industry and technical experts.
  • This individual shall provide 40 hours of services per week. The Lead Human Performance Integrator shall possess a general understanding of kinesiology, dietetics and nutrition, physical therapy, sports and motivational psychology, occupational therapy, cognitive performance, and strength and conditioning principles.
  • The Lead Human Performance Integrator is expected to attend all Warrior F.I.T. program IPRs, coordinate and perform baseline, midpoint, and follow-up data collection/analyzation, provide access to raw data collected and present program outcomes to the COR in accordance with the deliverables schedule. This individual shall serve as conduit to and facilitate participant consultation with human performance subject matter experts.
  • The Lead Human Performance Integrator shall ensure adequate subordinate personnel are available to conduct drop-in performance and assessment screening opportunities at Hanscom AFB and at pre-determined MANG facilities, federal installations, and unit training locations.
  • The Lead Human Performance Integrator shall provide or coordinate program overviews, educational briefings and resource brokerage services to individual MANG members and units as requested.
  • The Lead Human Performance Integrator shall evaluate policies and directives from higher headquarters and advise on impact and actions necessary to implement and sustain program objectives and requirements.
  • The Lead Human Performance Integrator shall ensure continuity of program operations and Service Member human performance maintenance initiatives.
  • The Lead Human Performance Integrator shall provide technical oversight to implement and execute human performance programs to prevent injury and optimize peak physical, mental and spiritual conditioning.
  • In coordination with the Warrior Resilience and Fitness Division, the Lead Human Performance Integrator shall research, adapt, and modify the Warrior F.I.T. program to address requirements for which no methods exist. This includes but is not limited to: Creating and modifying program guidelines, processes, and methods based on user feedback, emerging mission requirements, or changes in technology or research tailored to the unique operational requirements of the MANG.
  • The Lead Human Performance Integrator serves as the on-site supervisor for the contractor’s employees assigned to this contract.
  • As the on-site supervisor, the Lead Human Performance Integrator assigns and reviews work, guides and leads subordinate contract staff in the execution and development of specific program goals.
  • The Lead Human Performance Integrator shall certify time, attendance and other expenditures associated with the performance of duties and as directed by the contractor.


Additional Tasks:

The on-site contract personnel shall contribute content for inclusion in MANG public affairs products and Warrior F.I.T. social media platforms associated with their role on the Warrior F.I.T. team and in support of identified health and wellness outcome objectives for MANG military members, civilian employees, and their families.


Warrior F.I.T Seminars:

As directed by the MANG Warrior Resilience and Fitness division, the contractor’s on-site employees are expected to plan and execute half and full day seminars to be coordinated with MANG command teams during scheduled IDT and ADT periods.



Warrior F.I.T. Workshops:

The Warrior F.I.T. Lead Human Performance Integrator shall coordinate workshop lengths, specific curriculum topics and schedule workshop dates and locations with the MANG Warrior Resilience and Fitness division during the phase-in post award period. No workshops shall be scheduled during the phase in period.


Period of Performance (PoP):

The Period of Performance shall be 12 months.


Place and Performance of Services:

Each full-time employee is expected to perform 40 hours of services on this contract per week. Hours may vary however presence is expected during normal organizational operating hours. It is expected that full time employees are available to support MANG members during their scheduled training periods, which include pre-identified nights and weekends. Work performed outside of normal hours is authorized in support of program requirements and in coordination with Contracting Officer Representative (COR). No overtime or compensatory time is authorized. This schedule is expected to be adhered to except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government directed facility/installation closings. Primary office locations for the three (3) full-time human performance specialists shall be at Hanscom Air Force Base, MA 01731.  Performance of services at additional locations is authorized in support of units at their home station and field training locations. Reimbursement of travel to alternate locations is authorized in accordance with (IAW) the Joint Travel Regulation (JTR) and will not exceed the amount allocated for travel within this contract. The contractor shall always maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.

The following are recognized United States (US) holidays. The contractor shall not perform services on these days:

  • Independence Day: July 4th
  • Labor Day
  • Columbus Day
  • Veteran’s Day: November 11th
  • Thanksgiving Day
  • Christmas Day: December 25th


Contractor Travel:

The contractor shall travel to MANG facilities, federal installations, and other training locations upon request during the performance of this contract to implement mobile Warrior F.I.T. assessments, screenings, and in-person didactic instruction. The contractor will be authorized travel expenses consistent with the substantive provisions of the JTR, MANG business rules and the limitation of funds specified in this contract. All travel requires government recommendation for approval and/or authorization by the government prior to travel arrangements being made.
