Introduction:


The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education, and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.


Description of Services:

The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order. The contractor shall provide health and medical research support for 711HPW/RH in addressing USAF mission gaps. The contractor personnel shall interface with 711HPW/RH leadership and staff, 711 HPW Staff, as well as USAF experts and consultants in this field. The contractor employee shall provide research and basic science coordination, and general assistance in areas required to meet the stated work and objectives.


Mandatory Qualifications:
 
  • The contractor employee shall possess a project/program manager background, with at least 10 years’ demonstrated experience supporting research, development, test, and evaluation (RDT&E) or acquisition programs for the Department of Defense (DoD).
  • The contractor employee shall possess at least 2 years’ demonstrated experience managing military medical system development and technology transition programs, including performing design reviews, risk management strategies, DoD stakeholder engagement, and advanced technology or system demonstration, test, and evaluation.
  • The contractor employee shall possess at least 2 years’ demonstrated experience working with DoD, Air Force or Defense Health Agency Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) projects.
  • The contractor employee shall possess the ability to effectively communicate technical information, considering the audience and the nature of the information (technical, sensitive, controversial), including experience providing senior military leader briefings and supporting project/program reviews. This individual shall have the ability to make clear presentations and reports; listens to others, attends to nonverbal cues, recognizes
    potential miscommunication, and communications issues in an appropriate manner.
  • Contractor shall possess a working knowledge of industry acumen to assist with compliance of policies, procedures, standards, and regulations in support of the 711HPW contracting and procurement processes.
  • Contractor shall possess the analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data to establish the facts, and recommend action based upon application or interpretation of established guidelines.
  • The contractor employee must demonstrate the following work characteristics: ability to work independently and complete taskers without extensive guidance; attention to detail; extensive organizational skills & ability to set and achieve goals; initiative in performing tasks; ability to follow-up complex projects; ability to professionally interact with all levels of personnel.
  • The contractor employee shall be proficient in Microsoft software programs including Word, Outlook, PowerPoint, Excel, OneNote, and Project.
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance.


Highly Desired Qualifications:
 
  • Working knowledge of the USAF en route care mission space.
  • Experience with the Defense Medical Logistics Standard Support (DMLSS) system


Tasks:
 
  • Contractor shall assist with program management activities including AF budget/financial assessment and support obligation and expenditure reporting to include communicating with financial support staff; and contract development, management, and reporting to include verification of deliverables against contracts; procuring/receiving supplies/equipment; noting and reporting program contractual discrepancies; communicating and coordinating contractual activities to appropriate parties.
  • Contractor shall assist designated 711HPW/RH technical professionals and management collecting procurement requirements, developing procurement packages, and disseminating information to include, project/program briefings, cut-off dates for submitting supply and equipment requirements, and changes or proposed changes to procedures affecting AFRL/711HPW supply support services.
  • Contractor shall assist with compliance of policies, procedures, standards, and regulations in support of the 711HPW contracting and procurement processes.
  • Contractor shall assist with contracting and procurement data maintenance created for Government use or legally controlled by the Government in support of the functional activity, or required by AF publication, IAW with the AF records management procedures in AF Instruction (AFI) 33-322, Communications and Information and the Air Force Records Disposition Schedule. The contractor personnel shall support the maintenance and updates of 711HPW/RH Project File System.
  • Contractor shall provide and maintain purchase transaction statistics to resource managers and program management, as requested.
  • Contractor shall provide capability to collect, analyze and appraise acquisition data required to draw conclusions and work with the 711HPW/RHB portfolio program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
  • Contractor employee shall assist DMLSS staff with procurement processes for research equipment and supplies.
  • Contractor shall perform and complete assignments involving work with diverse and dynamic groups. The contractor shall establish and maintain a constant and effective working relationship within the division, the directorate, 711 HPW, MAJCOMs, Air Staff, academia, business, and industry customers, partners and stakeholders for coordination, support, and changes to the scope of assigned work. The contractor shall be required to provide briefings and tours related to designated work. The contractor shall maintain effective working relationships with principal investigators, other program managers, researchers and support staff involved in the acquisition of medical systems and conduct of medical research.
  • The contractor shall recommend solutions to improve processes and maximize mission accomplishment through efficient utilization of resources, assist with resource estimates for solutions for DoD modernization needs, and provide resource analysis support for execution of research and development projects.


Base Support:


The contractor shall be provided a workspace furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within
the scope of the contract. The contractor shall comply with local, AF and DoD policies.




General Information:


Work shall be accomplished at 2800 Q Street, Bldg. 824, WPAFB, OH 45433-7913 beginning on 22 Apr 2024. Temporary alternate work locations, including remote telework, may be assigned as circumstances dictate by the Contracting Officer Representative (COR). Telework schedule is anticipated to be fluid to support PWS tasks driven by 711 HPW/RHB research schedule.



Work Schedule:

Work schedule is normally Monday -Friday, 7:30 AM – 4:30 PM ET; however, there may be times when it is necessary for the contractor to work before or after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.


Travel:

Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the government two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef System’s 711 Program Manager and government for review prior to travel.


Security:


All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16- 1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor. No foreign nationals shall be employed for any requirement issued under this contract without prior approval of the Government.
