INTRODUCTION:

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.


DESCRIPTION OF SERVICES:


Contractor personnel shall work within the Biomedical Impact of Flight Branch (RHBF) providing direct support to the project titled, “In-Field Ground Reaction Force Estimation Using Wearable Sensors for High-Impact Landings”. The contractor employee assistance under this Advisory and Assistance Services task order shall be for use by 711HPW at Wright-Patterson Air Force Base, Ohio. The contractor shall meet all requirements per the basic contract and shall be professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.



Mandatory Qualifications:
 
  • The contractor employee shall possess the minimum of a Bachelor’s degree in a relevant field of study to perform the task within this PWS (e.g. biomedical engineering, mechanical engineering, kinesiology, physiology, exercise science, movement sciences, biomechanics, human factors psychology, ergonomics, etc.).
  • The contractor employee shall have the ability to be sociable and comfortable interacting with human subjects during data collection while also paying high attention to detail.
  • The contractor employee shall have demonstrated experience with motion capture systems, EMG, and MATLAB/Python.
  • The contractor employee shall have a minimum of one (1) year of demonstrated experience in a research setting.
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.


Highly Desired:
 
  • Demonstrated experience with force plates.
  • Current Secret Clearance.
  • Master’s Degree (awarded or underway).
  • Experience in a human biomechanics’ laboratory research setting.


Tasks:
 
  • The contractor employee shall assist in the development of custom software applications for live-streaming data, biomedical data processing, data visualization, and other custom software applications for both new capabilities and enhancement of existing capabilities.
  • The contractor employee shall be responsible for managing/maintaining software licenses within the research laboratory (e.g., MATLAB, Python, LabVIEW, JMP, TEMA, etc.)
  • The contractor employee shall exhibit competence in performing in-depth system analysis of research project objectives and processes in order to accurately translate them into the best software solution.
  • The contractor employee shall ensure discovered problems are clearly defined and communicated; and the necessary corrective actions are employed and/or risk is mitigated to support research project(s) execution.
  • The contractor employee shall be able to work independently, have strong attention to detail, have strong English skills, good organizational skills, initiative in performing assigned tasks, and the ability to follow-up complex projects.
  • The contractor employee shall participate in statistical analysis and development of mathematical algorithms to solve problems in: behavioral sciences, human physiology, engineering and physics; this includes development of algorithms for multi-body kinematics, nonlinear analyses, etc.
  • The contractor employee shall assist with scheduling, subject screening, data collection, data management, and data analysis.
  • The contractor employee shall conduct and complete research experiments, procedures, tests, or survey instruments.
  • The contractor employee shall perform data entry, verification, and analysis procedures.
  • The contractor employee shall coordinate and assist with the design and implementation of sponsored and PI initiated research studies, including regulatory requirements, maintenance of files/study records and all activities associated with internal and external audits.
  • The contractor employee shall assist in creating and maintaining internal standard operating procedure (SOP) documents for laboratory equipment and processes.
  • The contractor employee shall clean and maintain instrumentation, equipment, and laboratory spaces.
  • The contractor employee shall assist with the monitoring of supply inventory and replenishment of stocks through established Command supply procedures.
  • The contractor employee shall conduct literature searches and prepare summaries.
  • The contractor employee shall assist in generation of technical reports, presentations, and manuscripts for publication.
  • The contractor employee shall be able to work for long periods of time in a laboratory setting and/or at a computer; and shall be physically able to lift materials weighing no more than 30 lbs.
  • In addition to the duties described above, the contractor employee shall conduct any other functions and duties recognized as being necessary to conduct their primary role within the scope of the effort.


BASE SUPPORT:


The contractor shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.



GENERAL INFORMATION:


Work will be accomplished at the RHBF research laboratories located in Bldg. 824 and Bldg. 850, WPAFB, OH 45433 beginning on 8 May 2024. Temporary alternate work locations may be assigned as circumstances dictate by the government.


Work schedule is normally Monday – Friday, 8:00 AM – 5:00 PM ET; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.


Travel:

Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the government two weeks in advance of all contractor travel to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef Systems program manager and the government for review prior to travel.


Security:

Individual SECRET Clearances IAW DD254. The Contractor shall obtain a U.S. security clearance at the minimum level of "Secret" for all contractor personnel required to have access to classified information or require IT-II level access. Onsite contractor personnel should have an active clearance prior to reporting for duty in support of any task order. Interim clearances for newly hired personnel shall be processed as expeditiously as possible since some contractor personnel will be required to utilize the SIPRNET and process classified materials; however, this will be on a case-by-case basis. Such clearance must be obtained through the Defense Investigative Services.
