Database Sustainment Specialist (DSS)

We are currently searching for a Database Sustainment Specialist (DSS) to provide various administrative non- personal services for the Department of Logistics, Brooke Army Medical Center (BAMC).
Qualifications:
Minimum 1-year of experience in clerical, office, customer service and computer systems over the previous 5- years of work experience.

Tasks:
  • The contractor shall perform facility inventory change requests that require DHA approval through the Defense Health Agency (DHA) Facility Enterprise ticketing system.
  • The contractor shall create and update the Defense Medical Logistics Standard Support – Facility Manager (DMLSS-FM) database of room records by populating all data fields, based on information from the Defense Health Agency (DHA), Facilities Manager (FM), or designee.
 
  • he Contractor shall assist government representative in performing annual physical validation of all rooms for Defense Health Agency (DHA) sustained real property to ensure accurate and complete room records.
 
  • The contractor shall provide support or coordinate Defense Medical Logistics Standard Support – Facilities Management (DMLSS-FM) room inventory field values with Medical Expense and Performance Reporting System (MEPRS), Defense Medical Logistics Standard Support (DMLSS) System Administrators (Organizational Treeview), Environmental Services (Housekeeping), and the Defense Health Agency (DHA) Facility Operations Branch (FOB) Computer Aided Drafting and Design (CADD) Structure & Systems Program.
  • The contractor shall provide support and attend Facility Utilization Board (FUB), Space Committees and document all minutes and approved changes.
 
  • The contractor shall create and update the DMLSS-FM Facility System Inventory (FSI)/Real Property Install Equipment (RPIE) by populating all data fields based on information from the Real Property Maintainer (RPM) or Defense Health Agency (DHA).
  • The contractor shall track quality control on DMLSS-FM Facility System Inventory (FSI) and Real Property Install Equipment (RPIE) inventory data to ensure alignment with DHA Real Property System Standard (RPSS). Identify data not in compliance and provide recommendation for corrective action to Facility Manager (FM) or designee.
  • The contractor shall create records and update maintenance procedure and preventive maintenance schedule records provided by government representative, using the DMLSS-FM Preventive Maintenance Schedule and Maintenance Procedures modules, based on information from the Facility Manager, Real Property Maintainer, or Defense Health Agency (DHA).
  • The contractor shall provide support to administer the Defense Medical Logistics Standard Support – Facility Manager (DMLSS-FM) Regulatory Compliance (RC) and The Joint Commission (TJC) module to include entering government furnished Regulatory Compliance (RC) and The Joint Commission (TJC) procedures and documents, Regulatory Compliance (RC) and The Joint Commission (TJC) recurring inspection requirements, and associated documents pertaining to, but not limited to fire drills, disaster drills, generator testing, and safety training, into the DMLSS-FM RC/TJC module. The contractor shall post reports in applicable Defense Health Agency (DHA) Teams folders.
  • The contractor shall assist in ensuring dates for corrective activities are monitored on a monthly basis to ensure Facility Manager staff are notified of expiring corrective actions.
 
  • The contractor shall assist in ensuring Life Safety work requests and projects are properly classified as “Life Safety Deficiency” so they will appear on the DMLSS-FM version of the Statement of Conditions (SOC). The contractor shall assist in generating the SOC report in Defense Medical Logistics Standard Support (DMLSS) Business Intelligence, when requested by the Facility Manager and/or Safety Officer.
  • The contractor shall support and attend Environment of Care (EOC) tours and document associated findings in DMLSS-FM. The contractor shall transcribe, route meeting minutes for review, manage meeting notifications, meeting slides, and agenda preparation.
  • The contractor shall create, update, and closeout work requests, to include but not limited to, associating RPIE items to unscheduled Work request records; prorating Work request with multiple RPIE items; and capturing technician hours, work performed, and total cost. The contractor shall assist in conducting historical cost data on the individual RPIE items is required to support Facility Life Cycle Management (FLCM) based on information provided by Defense Health Agency (DHA), Facility Manager (FM) or designee, or Real Property Maintainer (RPM).
  • The contractor shall assist in providing work request information to Facility Management staff, as needed, to identify trends.
 
  • The contractor shall perform or provide sufficient work request detail in DMLSS-FM to support accurate, dependable, and actionable facility operating and maintenance cost information for maintenance action planning or other Facility Manager initiatives.
  • The contractor shall assist in creating and updating all Requirement and Requirement Package records based on information provided by DHA, FM, or designee.
 
  • The contractor shall enter, and update government provided information based on the BUILDER-Sustainment Management System (SMS) Annual Work Plans provided by the government representative.
 
  • The contractor shall create and update all DMLSS required fields for all facility projects in the DMLSS-FM Project Management module and BAMC Facilities Management Branch Intranet application based on information provided by DHA, the FM, or designee. The contractor shall ensure projects reflect accurate status.
 
  • The contractor shall assist in tracking financial progress in design and construction contract data fields in support of active awarded projects, to include contract modifications/change orders provided by the government representative.
 
  • The contractor shall provide assistance in maintaining a Project Management Journal for each active project, to include records of meetings, decisions, phone calls, etc., based on government provided information.
 
  • The contractor shall submit a Computer-Aided Design Developer (CADD) Structures and Systems Request ticket for any CADD facility updates discovered during room assessments, work request updates, or project tracking based on information provided by Defense Health Agency, the Facility Manager, or designee.
 
  • The Contractor shall ensure the most recent CADD/Drawbase DMLSS compatible drawings are properly stored on the DMLSS server and accessible at all times to other DMLSS- FM users and customers. The contractor shall ensure they are provided to the DHA-FE CADD staff and provide Drawbase drawings by printing or copying portions of drawings as needed or by submitting Computer-Aided Drafting and Design/Building Information Modeling (CADD/BIM) Work Request to local CADD/BIM staff.
 
  • The contractor shall provide the capability to maintain accurate contact information for organizations and personnel who support DHA MTF/Activity facilities management, i.e., contractors, manufacturers, vendors, DOD agencies, regulatory agencies, etc., using the Directory module of the DMLSS-FM system based on information provided by the Real Property Maintainer, Facility Manager, or designee.
  • The contractor shall ensure identified records are set inactive, create and maintain project and expense center records based on information provided by the government representative.
 
  • The contractor shall assist government representative in providing training to MTF staff on the DMLSS-FM Customer Support work request system to support electronic submission of work requests to Facility Management. The contractor will assist in providing desk-side overview/training of the DMLSS-FM system to Facility Management staff, as requested.
 
  • The contractor shall assist government representative to ensure consistent and accurate DMLSS-FM input, except for utility or IT issues outside the Data Sustainment Specialist control.
 
  • The contractor shall assist government representative in providing support on Defense Health Agency data calls and taskers as requested by Facility Management staff.
 
  • The contractor shall assist government representative in providing Microsoft Power BI, Business Intelligence or Excel reports on topics and frequency as required.
  • The contractor shall assist government representative in providing Ad Hoc reporting on DMLSS-FM data to support the needs of the MTF.
 
  • The contractor shall assist government representative to Support MTF Facility Management Team meetings, as necessary.
 
  • The contractor shall assist government representative to coordinate with the Facility Manager and local DMLSS System Administrator to ensure roles and privileges/permissions for DMLSS-FM users are customized to each user’s specific job responsibilities and to ensure only Facility Management staff, or authorized personnel, have access to DMLSS-FM.
Place of Performance:
Department of Logistics at the BAMC Joint Base San Antonio, Fort Sam Houston, TX
Work Schedule:
Work schedule is typically Monday – Friday, 7:00AM – 4:00PM; however, schedule may have to be flexible but in no case will it exceed 40 hours per week.
U.S. Citizenship:
Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.
Installation Access:
Access to U.S. installations, buildings and controlled areas is limited to personnel who meet security criteria and are authorized.
Work Attire:
Maintain a clean, neat, and professional appearance. No clothing made of see-through material, cutoffs, tank tops, torn/ripped clothing, sleepwear, sandals, or clothing that displays offensive slogans or images. No athletic or athletic style clothing (e.g., shorts, jogging suits, sweat suits, leggings, or t- shirts). In all cases, clothing shall fit to provide a professional appearance in keeping with the normally accepted standards of dress, and not present an unfavorable appearance upon the Government.
