System Administrator
We are currently searching for a System Administrator in Support of Logistics, Supply Chain Management to provide various administrative non- personal services for the Department of Logistics, Brooke Army Medical Center (BAMC).
Qualifications:
This position requires a skillset of an entry-level SA. Entry- level experience in configuring, monitoring, upgrading, and maintaining information systems hardware, software, and related infrastructure. Able to develop and maintain fewer complex systems, applications, security, and network configurations. Troubleshoots basic network performance and creates and maintains a disaster recovery plan. Recommends software and hardware upgrades, patches, and new applications on supply programs and related information systems. Provides information technology technical support and guidance to users. Builds and manages system development lifecycle (i.e., Certificate of Net worthiness, Risk Management Framework [RMF]) for the supply programs that require network certification and/or accreditation. Has knowledge of commonly used information technology concepts, practices, and procedures within the medical field.

Tasks:
  • The contractor provided services shall include but are not limited to, Point of Use (PYXIS), Environmental Monitoring System (REES), Package Tracking (Q-TRAK).
 
  • The contractor shall have the capability to Install hardware and software, maintain network operations, and ensures that inquiries and problems concerning networks, computers, peripherals, and services are expeditiously resolved. Install network software and equipment and changes out the components of existing equipment with components provided by the government or from the original equipment manufacturer. Maintain procedures for networks, systems operations, database management, and product assembly and installation. Monitor operation of the network and ensures that hardware and software are functioning properly and that operation standards are met. Provide guidance on technical aspects of networks and ADP equipment. Maintain an inventory of all network hardware and software. Responds to users' requests for assistance in a timely manner. Identifies and determines problem and the corrective action to be taken in case of hardware/ software failure or in circumstances when prescribed procedures will not produce desired results. Performs system backups to insure expedient restoration of the database for the respective network equipment. Coordinates support actions with user, management, contractor personnel and higher levels as required. Troubleshoots all aspects of the system to include hardware, software, and communications lines. Develops user guides on applications systems, information retrieval, and communications hardware and software. The contractor will assist government representatives in Training users on generalized software, including operating system commands and procedures and system utilities and maintain a continuing awareness of technical changes in the areas of equipment technology and software development.
 
  • The contractor shall provide desk-side support services to end-users in the use of installation standard application software. The contractor shall maintain a thorough working knowledge of the installation's standard networking hardware and software products and technical proficiency by attending expositions, meetings and review of current communications and computer literature.
 
  • The contractor shall conduct studies and analyze assigned installation equipment and software reliability and utilization reports to identify and correct problem areas. Analyze present networks and systems to ensure proper utilization. Notes trends in the type and frequency of errors. Recommends changes needed to ensure optimum effectiveness. Conduct network system security support functions. The contractor shall assist in setting- up and maintaining account restrictions and user rights for all assigned SCM systems. The contractor shall ensure password controls and procedures are followed. The contractor shall prepare and forward network access requests to the appropriate office.
 
  • The contractor shall provide assistance in maintaining and establishing Supply Chain Managements Point of Use (POU) PYXIS account restrictions, user rights, password controls, and procedures. Maintain Supply Chain Managements Point of Use (PYXIS) user access controls (physical, personnel, software, and information security) using applicable security procedures. Ensures that planned and actual software and equipment installations are accomplished in accordance with applicable security policies and regulations. Assists security officer with conducting risk analysis and security tests and evaluations. Works with other security officers, users, computer operators, and other support personnel to ensure security regulations are followed and that installation, command, and agency security standards are met. Trains functional users on security policies and procedures. The contractor shall perform feasibility studies to develop or modify information systems to meet user network and/or telecommunication requirements. Studies do not contain unprecedented problems or other complicated features typical of senior level assignments. Provide technical advice to users. Assist in examining and evaluating alternative means of satisfying user requirements. Assist government representative in reviewing internal recommendations for change, which consist of objectives, scope, and users' expectations. Work typically requires contractor to determine applicability of established methods by using customer input, gather facts about the nature of the work involved in the user's application area, the workflow, the processing actions, and the work product(s).
 
  • The contractor shall perform in-depth analysis of Supply Chain Managements Point of Use (POU) systems (PYXIS) related to network and/or telecommunications design. Determine whether existing systems can be used or changed. Assist in performing consultation and research to determine common and unique requirements, to establish standardized terms and data elements for uniform identification by all users, and to select and develop a system design to service users individually or as a group. The contractor shall assist in preparing testing and implementation plans. Establishes test criteria and data to ensure all program modules and outputs for assigned project are tested for completeness and accuracy.
 
  • The contractor shall participate in Supply Chain Managements Point of Use (POU) system acceptability testing and implementation. Meet frequently with other programmers and functional area specialists to coordinate work and resolve problems. Assist government representatives in evaluating test results and initiates corrective actions. Assist in executing procedures to periodically monitor the logical/physical integrity of data. Ensures that documentation reflects the interface with data collection, scheduling production, product distribution procedures and validates documentation with non-programming personnel.
 
  • The contractor shall provide instruction to Supply Chain Management Point of Use (POU) users on database and file accessing techniques, search strategies, processing and space utilization efficiencies, database security procedures, backup and program recovery techniques, and testing techniques. Provide customer assistance to current and potential users. Installs shrink-wrapped/commercial off the shelf (COTS) software. Provide formal or informal training to ensure users understand the relationships of the system and can operate it without undue interruption. Prepares user manual or instructions for assigned applications.
 
  • The contractor shall perform and provide reports and data analysis. The Contractor shall perform requirement capture and analysis, requirements specification creation, software design, development, integration and testing, version control, project management, and problem tracking and solutions. The Contractor shall provide for configuration, installation, deployment, account migration services, follow-on operations, and maintenance on an end-to-end basis throughout all networks.

Place of Performance:
Department of Logistics at the BAMC Joint Base San Antonio, Fort Sam Houston, TX
Work Schedule:
Work schedule is typically Monday – Friday, 7:00AM – 4:00PM; however, schedule may have to be flexible but in no case will it exceed 40 hours per week.
U.S. Citizenship:
Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.

Installation Access:
Access to U.S. installations, buildings and controlled areas is limited to personnel who meet security criteria and are authorized.
Work Attire:
Maintain a clean, neat, and professional appearance. No clothing made of see-through material, cutoffs, tank tops, torn/ripped clothing, sleepwear, sandals, or clothing that displays offensive slogans or images. No athletic or athletic style clothing (e.g., shorts, jogging suits, sweat suits, leggings, or t- shirts). In all cases, clothing shall fit to provide a professional appearance in keeping with the normally accepted standards of dress, and not present an unfavorable appearance upon the Government.
