The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.
DESCRIPTION OF SERVICES:
The contractor shall meet all requirements per the basic contract and provide a professionally and technically qualified individual to perform all tasks in the following paragraphs to fulfill the requirements of this task order. The contractor shall provide the expertise listed below to the USAFSAM Department of Education (USAFSAM/ED), Education Delivery Division (EDE), Academic Development Branch (EDED). USAFSAM/ED directs daily academic operations for USAFSAM and establishes student training policies. ED executes the student management and accounting for 4,000 students annually as well as the faculty development, instructor evaluation, and student evaluation programs. Community College of the Air Force requirements for affiliated schools are implemented and curriculum development and revisions are led by ED staff. ED is responsible for creating an academic environment conducive to learning, providing academic counseling, and convening the Academic Review Board when necessary. Distance learning courses are produced and managed through this department. USAFSAM/EDED is responsible for the development and management of all course materials and curriculum development processes to include multimedia development. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).
MANDATORY QUALIFICATION
The candidate shall at a minimum have a bachelor’s degree in electronic media, Video Broadcast, or a related field, and/or at least 5 years of Audio-Visual Technology experience. Broadcast production experience with progressive responsibility in a professional video edit/production environment demonstrating competency in all areas of video production desired. Experience developing e-learning packages for distribution on learning management systems
The contractor shall be proficient with Adobe programs including Premier Pro, Audition, Photoshop, After Effects, Illustrator, Captivate; proficient with Microsoft Word, Excel, and PowerPoint; must have ability to manage projects independently and as part of a team. Must have the ability to work through problems quickly and independently.
The contractor shall be proficient with Film Theory; educational theory a plus; broadcast experience a plus; Tricaster® experience a plus.
Contractor must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order. This is necessary to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.
HIGHLY DESIRED QUALIFICATIONS:
Familiarity with Department of Defense branding and communication policies (ex. Tongue and Quill).
Experience working in the military setting, understanding of rank structure, policies, and procedures
TASKS:
The contractor shall assist in the inventory and maintenance of the studio audio visual/computer-related equipment as directed by the Government representative.
The contractor shall edit all multimedia projects that were previously developed, as directed by the Government representative.
The contractor shall assist with the ordering, storing, coding/entering inventory into database, and disposing of all audio visual/computer related equipment as directed by the Government representative.
The contractor shall provide audio visual consultation to instructors, leaders and staff, including demonstrating and teaching the use of classroom equipment.
The contractor shall consult with subject-matter experts and/or an instructional designer to convey a specific message to a targeted audience through a visual medium by building quality graphics for online learning products, including computer-based training courses, classroom technical inserts, and stand-alone training products such as video or audio-based instruction. The contractor will provide consultative support to subject-matter experts and/or instructional designers desiring to develop their own graphics/content.
The contractor shall edit, create, design and produce, audio, video, photography, and other multi-media content for advertisement needs from the USAFSAM Front Office Group, Departments, and programs.
The contractor shall exhibit and apply expertise in professional marketing and mass communications activities, supporting communications and marketing activities.
The contractor shall demonstrate and exhibit an ability to lead and participate in a team of mass communications professionals working in tandem to achieve strategic communications goals.
The contractor shall ensure that all products developed meet the requirements set forth in the AFRL/PA brand book and other applicable requirements for the development of branding, creating logos, coins, and marketing materials.
The contractor shall plan and perform video post-production tasks which include reviewing footage, making editorial decisions, tape logging, rough cuts, audio adjustment, color correction, and final editing using; utilize computer graphics and special effects for video post-production in accordance with the overall production concepts; compress video projects for output; make video products available in a variety of formats; coordinate internal and external duplication services as required.
The contractor shall participate in and support other projects within skill sets; project may include writing continuity documents, attending or presenting at local eLearning symposiums, defining capabilities for potential customers, collaborating with local colleges or multi-service partners, and supporting other USAFSAM special projects.
BASE SUPPORT:
Government Support: The contractor will be provided with office space, supplies, computer equipment, telephone, and reproduction capabilities as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor will comply with local, AF and DoD policies.
GENERAL INFORMATION:
Place of Performance/Period of Performance: Work will be accomplished primarily at the USAFSAM, Bldg. 840 Area B Wright-Patterson AFB, Ohio 45433 beginning on 1 August 2025.
Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM ET; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific mission-related taskings. Although the schedule may have to be flexible to meet mission requirements, it will not exceed 40 hours per week per contract employee.
Temporary alternate work locations to meet mission requirements may be assigned as circumstances dictated by the Contracting Officer Representative (COR).
U.S. Citizenship:
Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.
TRAVEL:
No travel is anticipated for this effort.
SECURITY:
All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program.
The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.
All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.
The highest level of security classification required is Unclassified.
REPORTS AND DATA REPORTING REQUIREMENTS:
Contractor Progress, Status and Management Report (PSMR).
On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.
The report shall have five sections:
Project Title, Time Period of report, Date
Performance: Current status of deliverables, measured against project expectations.
Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
Risk: Are there known or anticipated opportunities or events that will or can affect project.
Technical Report – Study/Services:
All reports and data shall be submitted in a non-proprietary, easily transferrable format.
All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
