Reef Systems is seeking a fully qualified certified strength and conditioning coach to support the 149TH FW at Kelly AFB, San Antonio, Texas.


Introduction:
The Human Performance Optimization (HPO) mission is to build and implement a holistic HP approach to addressing the increased stresses on operators’ and aircrew members. The mission is accomplished by increasing the physical and mental capacity of the AFSPECWAR operators and aircrew members over their careers and by decreasing the rate of physical and mental injuries and accelerating return to duty times. The program’s end state is to prepare, preserve, sustain, and ultimately multiply combat power.


Background:
The ANG operates in a high-stress, high-performance environment, where aircrew personnel are required to maintain peak physical and mental condition to ensure mission success. However, the physical demands of military aviation, including high-G forces, turbulent flights, and long hours, can take a toll on aircrew personnel, leading to injuries, fatigue, and decreased performance. According to studies conducted by the United States Air Force School of Aerospace Medicine, neck and back pain are significant factors impacting pilot performance and quality of life, with rates of injury increasing over the years.

Purpose and Overall Objective:
The purpose of this task order is to provide HPO services to the ANG units, with the overall objective of enhancing aircrew performance, reducing the risk of injury, and improving overall mission effectiveness. The Contractor shall provide HPO services tailored to meet the unique needs and requirements of each unit, while also providing a standardized and integrated approach to HPO across the four units.

Certified Strength & Conditioning Specialist Level 2 NPS 5+ years of full-time experience as a Strength & Conditioning Specialist in collegiate (or higher), professional, or tactical athletics; aerospace industry, test pilot/astronaut or similar man-machine high-performance environment. Master’s degree or higher in Human Performance, Kinesiology, Exercise Science, or a related field. National Strength and Conditioning (NSCA) Certified Strength and Conditioning Specialist (CSCS) or Collegiate Strength and Conditioning Association (CSCCa) and Strength and Conditioning Coach Certified (SCCC).
Current certification in basic cardiopulmonary resuscitation (CPR), including Automated External Defibrillator (AED) Training.

Schedule:

FW. The Contractor shall provide services primarily from 7:00 AM - 4:00 PM, Tuesday through Friday, and during 149th FW Regularly Scheduled Drills (RSDs) which may include weekend hours. On scheduled night flying weeks, the standard duty hours may fluctuate based on the flying schedule, but will not exceed a 9-hour workday, and may extend as late as 3:00 PM - 12:00 AM during summer months.


HPO Task: Certified Strength and Conditioning Specialist (CSCS).
The Contractor shall provide a certified strength and conditioning specialist responsible for preparing fighter pilots for the physical rigors of combat aviation. The certified strength and conditioning specialists are expected to employ a holistic approach to training that incorporates ‘prehab,’ performance training, and strength & conditioning. The certified strength and conditioning specialist may be utilized as a complementary support role in rehabilitation, with an aggressive “return-to-fly” mindset. Daily activities may include instruction, demonstration, and application of physical training principles and techniques.

CSCS Subtasks:
  • Develop, implement, and teach fitness skills to aircrew with varying ability levels.
  • Develop, design, and implement a cohesive and comprehensive programming approach.
  • Effectively teach various blocks of instruction related to health, fitness, and physical
  • performance to aircrew personnel, as requested by the COR and in coordination with relevant unit leadership (e.g., 119th FS Chief of Scheduling at the 177th FW).
  • Employ relevant technologies, including third-party fitness/nutrition apps, to support the training program and improve client performance.
  • Continue to research, gather data, and employ the most modern and supported best practices in the field of strength and conditioning, to include validated functional assessments.
  • Complete all unit/Government in-processing requirements and computer-based training as required by the Department of Defense, Air Force, newcomer's orientation, and other job specific trainings which could include simulations and other hands-on training opportunities/assessments.
  •  Perform administrative duties such as maintaining records of workload. May be required to document patient encounters using mandated Government systems in accordance with guidance and direction. The Government will provide system training, including security procedures, and the Contractor shall ensure personnel complete all training and maintain certifications to comply with applicable regulations, such as HIPAA and Privacy Act.
  • Screen for factors that may impact physical performance and readiness. These assessments may include flexibility and mobility assessments, muscular strength and endurance assessments, cardiovascular fitness assessments, and body composition assessments, to inform individualized training programs.
  • Implement neck and spine strengthening protocols designed to enhance physical capacity and durability for aircrew. These protocols will be informed by performance assessments and consistent with best practices for strength and conditioning.


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.


SECURITY:


All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor
