Contract Program Manager



Background:

The DHA is a Combat Support Agency that supports the delivery of integrated, affordable, and high-quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS.

The DHA OSBP is responsible for implementing and overseeing statutory and regulatory small business programs. The DHA OSBP advises the DHA Director on all matters related to small businesses and is committed to maximizing the contributions of such businesses in support of DHA’s mission and the acquisition and products to support the mission. The OSBP provides leadership and governance to the DHA Component Acquisition Executive (CAE) and Head of Contracting Activity (HCA) and collaborates with the leadership, program, and technical stakeholders to ensure acquisition strategies result in a positive outcome for small businesses regarding contract requirements. The OSBP ensures that maximum practicable prime and subcontracting opportunities are made available to all small businesses as critical suppliers of required healthcare capabilities and services that meet the needs of the warfighters by creating opportunities for small businesses while ensuring each tax dollar is spent responsibly.

Objectives:

The overall objective of the contract is to provide a full range of operational and management support for the DHA Small Business Program. The Contractor will perform various business, technical, analytical and administrative duties and functions enabling an effectively run, well-supported OSBP office. The Contractor support staff should be high-performing individuals with knowledge in federal procurement, Federal Acquisition Regulations (FAR), Defense Federal Regulations Supplement (DFARS) small business and program execution, strategic communication, mentor-protégé and program support services. The contractor support services are necessary for the effective operation of the DHA OSBP to perform its assigned responsibilities and business program functions in accordance with (IAW) DoDI 4205.01 and the Small Business Act (15 U.S.C. 644).


Period of Performance (PoP):

The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years.


Place of Performance:

Work will be accomplished at the Defense Health Agency Headquarters, 7700 Arlington Boulevard, Falls Church, Virginia 22042.


Hours of Operation:

Normal core duty hours are 8:00 AM to 4:00 PM Eastern Standard Time, Monday through Friday when government personnel are required to work. The contractor is responsible for conducting business Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.


Schedule:

Monday thru Friday, 8:00 a.m. to 4:30 p.m., except Federal Holidays or when the Government facility is closed for administrative reasons.

Contractor Travel:

Contractor will be required to travel within the National Capital Region (NCR) to attend meetings, conferences, and training. The National Capital Region encompasses Washington, DC; Montgomery and Prince George’s Counties in Maryland; Arlington, Fairfax, Loudoun and Prince William counties in Virginia, and the incorporated cities of Alexandria, Falls Church, Fairfax and Manassas in Virginia. The contractor may be required to travel to off-site training locations and to ship training aids to these locations in support of the PWS. Local travel will not be reimbursed. Local Travel is defined as travel within the NCR plus a radius of 50 miles.


Mandatory Requirements:

Must have a minimum of a bachelor’s degree in a business field and at least five (5) years’ experience successfully managing several direct reports and multiple functional areas.


SPECIFIC TASKS:

Basic Services:

The Contractor shall be responsible for providing subject matter expert technical and small business programs support to assist the OSBP in developing, staffing, managing and accomplishing the functional and support services:

Business Execution Support

Industrial and Data Analysis and Program Performance. The Contractor shall support and provide assistance to OSBP to become a more data-driven organization to make decisions that bring value to support the DHA mission. The contractor shall support and provide assistance through the use of analytical tools and real-time visibility of performance metrics to facilitate in-depth analysis of what is driving the DHA small business performance. The Contractor shall also provide assistance and support in the evaluation of strategic planning initiatives and establishment of annual small business goals.


Program Execution

The Contractor shall support OSBP in the daily monitoring and distribution of communication from a variety of sources such as received via OSBP electronic mailboxes, public media, and internal and/or external Government sources and compile a listing of salient facts derived from such monitoring. Provide weekly small business achievement report of program execution. (Deliverable 6) Monitor and disseminate industry related news items that are of interest to small business stakeholders or program managers. Provide semi-annual report of subcontracting achievements. (Deliverable 7)

Strategic Communication Support

Outreach

The Contractor shall assist with planning, organizing, conducting, and assessing specific outreach events annually to develop relevant, predictive and periodic requirements. The Contractor shall support the benefit assessment and provide monthly written recommendations for OSBP participation in new non-DoD external events. (Deliverable 8) Develop metrics to support evaluation of value of outreach and provide a semi-annual report of events attended. (Deliverable 9) Prepare and assemble authorization documentation for OSBP engagements for approval by senior leadership.

The Contractor shall support OSBP in industry outreach, coordinating all of its speaking engagements, and outreach events. The Contractor shall manage all information on the OSBP internet website. Management of the OSBP website includes information management systems, site maintenance and the update of all data and website links.

Communication

The Contractor shall support existing electronic communications media hosted on DHA networks and servers, including web presence, visual displays and social media engagement. Coordinate and assist in the development of draft communications pertaining to small business matters and conduct monthly communication with Small Business Programs participants. Assist in the development and production of written communication such as the annual Small Business Executive Summary, Newsletters, training and marketing materials. Recommend public interface sources, monitor, coordinate and post relevant communications to social media networks such as Twitter, Facebook and Blogs to provide information to the public Support the development of dynamic web content for the purpose of disseminating information to small business stakeholders
