INTRODUCTION:

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.

DESCRIPTION OF SERVICES:

Contractors shall aid in research for the Airman Systems Directorate, Airman Biosciences Division 711 HPW/RHB. The Airman Biosciences Division is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The division’s branches provide research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight. The research supports Air Force Medical Command (AFMEDCOM) research interests by creating individualized high- performance integrated systems and operations-enhancing health readiness. The contractor shall provide direct support to the Defense Health Program (DHP) Medical Human Performance (HP) Portfolio, Product Line Lead (PLL) and Lead Program Manager to include the R&D support programs personnel and laboratories that carryout the medical HP research mission. Contractor employee assistance under this services support task order shall be for use by 711HPW a Wright-Patterson Air Force Base, Ohio. The contractor shall meet all requirements per the basic contract and shall be professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.

Mandatory Qualifications:

The contractor employee shall possess a bachelor’s degree in systems engineering or related engineering, with at least five (5) years of progressive experience in engineering program management within the Department of War (DoW) (previously Department of Defense); equivalent industry environment; or combination thereof.

The contractor employee shall have demonstrated expertise in a systems discipline (e.g., systems engineering, human systems integration, modeling and analysis) involving systems thinking and a systems approach to problem definition and solution.

The contractor employee shall have the demonstrated ability to direct the development of, review, and approve key technical documentation for both software and hardware development. Some examples include reviewing and/or contributing to technical documentation such as Technical Roadmaps, System Design Documents, Use Cases, System Topologies, Test plans, Product Transition Plans, and Technical Proposals.

The contractor employee shall have demonstrated experience in direct management of technical planning, risk management, and technology transition strategy development and management.

The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications:

Master’s degree in engineering or in a scientific domain related to systems engineering, human performance and/or human effectiveness.

Possesses one of the following minimum training requirements: DAWIA career field certification (Practitioner) in Engineering & Technical Management (ETM) OR Project Management Professional (PMP) Certification.

Demonstrated experience working in a research and development program and/or studies surrounding human systems integration.

Experience with program utilizing Agile methodologies and incorporating AI management tools.

Tasks:

The contractor employee shall work with multi-disciplinary integrated product teams with demonstrated ability to communicate, establish working relationships, coordinate technical exchanges, and manage expectations across a wide range of stakeholders.

The contractor employee shall exhibit competence in the rigorous methods of scientific inquiry and analysis. With the ability to employ scientific and analytical techniques to define, quantify, and recommend the feasibility of assigned projects, studies or problems, and perform independent analysis leading to unique analytical recommendations and viable courses of action for complex technology challenges.

The contractor employee shall identify additional questions to be answered, provide or critique essential elements of analysis, and provide alternatives to be considered, as well as suggest analytical techniques to be employed.

The contractor employee shall transition scientific results from the research environment to operational community and/or end users.

The contractor employee shall assist with the management of the portfolio’s cost constraints, technical performance, schedule, and risk management to ensure the successful delivery of technical objectives and products within schedule limitations.

The contractor employee shall apply experience with writing technical briefings/reports and developing presentations to include ensuring the program's documentation and all deliverables meet professional and organizational standards.

The contractor employee shall work independently, design research studies and agreements independently, use strong attention to detail, exhibit strong English skills, maintain good
organizational skills, show initiative in performing assigned tasks, and possess the ability to follow-up complex projects.

The contractor employee shall perform secondary and support functions within scope of the duties of the Science and Engineering Research Program Manager for the DHP Medical Human Performance Portfolio.

BASE SUPPORT:

The contractor shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.

GENERAL INFORMATION:

All work is to be performed full-time and on-site Monday - Friday at WPAFB, OH 45433 beginning on 30 June 2026. A request for, as needed, flexible work schedule for Mondays and Fridays may be submitted; however, approval is strictly contingent upon acceptable performance and mission permitting as determined by the Government Lead Program Manager and the Contract Officer Representative (COR).

Work schedule core hours are between 7:30 AM – 5:30 PM, Monday - Friday; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, full-time FTEs will not exceed 40 hours per week.

The requirements in this section of the PWS are non-personal services. The requirements herein are the responsibility of the contractor. The Government has the right to reject the finished product or result in the event contractor performance does not meet the acceptable quality level listed in the PWS. Additionally, the Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.

TRAVEL:

No travel is anticipated for this effort.

SECURITY:

Position of Trust. All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor. No foreign nationals shall be employed for any requirement issued under this contract without prior approval of the Government.

The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.

All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.

The highest level of security classification required is Unclassified.

DELIVERABLE:

Contractor Progress, Status and Management Report (PSMR). On a monthly basis, the contractor shall provide a status report with each monthly invoice. The information will be on project status and describe the work accomplished. The report will include financial status describing hours and costs expended per individual during the current period as well as cumulative hours and costs through the current reporting period. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period. (Ref Para 2.1.2), Contract Deliverable Requirements List (CDRL)–A003, as per the basic contract.

The report shall have five sections:

Project Title, Time Period of report, Date

Performance: Current status of deliverables, measured against project expectations.

Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.

Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans (i.e., large initial equipment purchase, followed by labor related costs.)

Risk: Are there known or anticipated opportunities or events that will or can affect project.

Technical Report – Study/Services:

All reports and data shall be submitted in a non-proprietary, easily transferrable format.

All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
