The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.
Description of Services:
The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this contract.
The contractor shall provide biostatistician support for the 711 Human Performance Wing (711 HPW), Human Effectiveness Directorate, Air and Space Biosciences Division, Product Development Branch, Women’s Health and Performance (RHBAW). The contractor employee shall provide research services, clinical and basic science research coordination, biostatistician support services, and assistance in areas required to meet the stated objectives to accomplish the work required for the 711 HPW/RH overall organizational research requirements. Contractor employee personnel shall interface with personnel and subject matter experts from across the 711th Human Performance Wing and their research partners, to include geographically separate units, as required to support the research and provide consultative data analytic support.
Mandatory Qualifications:
The contractor employee shall possess, at minimum, a master’s level degree in statistics or biostatistics, and at least 5 years’ experience in combining, cleaning, and analyzing large multivariate datasets.
The contractor employee shall possess expertise in statistical modeling, statistical modeling plans, experimental design, data analysis, and management.
The contractor employee shall have knowledge and experience with common statistical methods such as = survival analysis, parametric and non-parametric methods, multiple and logistic regressions, structural equation modeling, hierarchical linear modeling, psychometric methods as well as experience applying them to real-world situations.
The contractor employee shall possess expertise in statistical analysis software such as SPSS, SAS, AMOS, R, Access, SQL Server and/or STATA.
The contractor employee shall import, clean, merge, manage, transform, validate, and/or analyze large multivariate datasets.
The contractor employee shall possess technical writing and presentation skills, including the ability to provide interpretation of results.
The contractor employee shall have experience with MS Windows, MS Access, MS Excel, MS PowerPoint, MS Publisher, and Adobe Acrobat.
The contractor employee shall be professional, detail oriented, possess excellent communication skills, and speak fluent English. The contractor employee shall have the ability to thrive in a team environment yet be able to complete assigned tasks independently or with minimal guidance.
The contractor employee shall have the ability to achieve set goals, the initiative in performing assigned tasks, the ability to follow-up complex projects with influence, and integrity, and the ability to interact professionally with all levels of personnel in and outside of the organization.
The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance.
Highly Desired Qualifications:
Prior military experience or previous experience working in a military environment.
Knowledge in electronic health records.
Training in human subjects’ protections, regulatory affairs, and data collection.
Tasks:
Data Collection/Data Support
The contractor employee responsibilities shall include providing operational research and basic science coordination, and general assistance in areas required to meet the stated Women’s Health and Performance (WHP) research objectives, as well as MAJCOM-identified capability gaps that fall within the WHP.
The contractor employee shall serve as the initial point of contact for users requesting data and/or data-related support services for women’s health and performance research (e.g. data analysis, data interpretation, report generation), and participate in decisions on data systems design, upgrading, and integration.
The contractor employee shall assist researchers and outside collaborators with data-related issues and statistical questions.
The contractor employee shall utilize descriptive statistics to summarize data.
The contractor employee shall write statistical analysis plans, carry out statistical analyses, and interpret and report findings.
The contractor employee shall design and document data management processes and develop data dictionaries as necessary; establish the relationship of available data to existing datasets, map data and coding for specific data elements, maintain statistical software codes; provide training on products created as needed; perform data archive procedures within established guidelines as provided by the team lead.
The contractor employee shall import, clean, merge, manage, transform, validate, and/or analyze large multivariate datasets.
The contractor employee shall coordinate and implement procedures to collect data from multiple data sources, appraise and interpret collected data in conjunction with principal investigators as appropriate: code, identify and interpret collected data, prepare appropriate documentation, and confer with principal investigators to assist in developing research plans and to discuss the interpretation of results, as well as collaborate on the preparation of manuscripts for publication.
The contractor employee shall manage, review and extract data from existing databases for research and quality improvement, and design Word documents, spreadsheets using Excel Program, presentations using PowerPoint, and statistical programs.
The contractor employee shall coordinate development of data collection tools, questionnaires, databases and application of research techniques, assist in writing procedures manuals for data collection and coding, and review journals, abstracts and scientific literature to keep abreast of new developments and to obtain information regarding previous studies that aid in the planning of new studies.
Technical Interchange
The contractor employee shall build and maintain professional relationships with appropriate data developers and Information Technology support staff to ensure data quality, completeness, and integrity.
The contractor employee shall also support 711 HPW during collaborative efforts to increase data sharing capabilities and research partnerships with other principal stakeholders in 711 HPW and AFMS research and surveillance as well as support collaborative efforts with DoD and outside organizations’ professionals.
The contractor employee shall assist in preparing, completing, coordinating and submitting protocol related documents to both local and military Institutional Review Boards (IRB), as well as assist in the preparation of amendments to protocols and/or modifications to study design as appropriate.
The contractor employee shall coordinate with appropriate personnel at identified research location sites; generate summary reports of findings for 711HPW/RHBAW and partner organizations as required.
The contractor employee shall interface with 711HPW/RH leadership and staff, 711 HPW Staff, as well as USAF experts and consultants in this field.
The contractor employee shall design and accomplish reports, updates, etc. for government agencies quarterly or upon request. Manage summary of deliverables and projected timelines.
The contractor shall draft and/or edit research protocols, proposals, scientific abstracts, manuscripts, slide presentations, and posters as required.
The contractor shall attend/support meetings, as required, with government and civilian organizations, academia, and subject matter experts.
The contractor shall assure confidentiality of documents, communications and study data (CITI training current and follow HIPPA and IRB requirements).
The contractor shall assist in the technical review of proposals submitted to 711HPW/RHBAW as required.
The contractor shall maintain professional relationships with team lead, team members, investigators, 711 HPW, MAJCOMs, DoD, and outside organizations.
Base Support:
The contractor shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.
General Information:
Work shall be accomplished at 2510 Fifth Street, Bldg. 840, WPAFB, OH 45433-7913 beginning on 3 March 2025. Temporary alternate work locations may be assigned as circumstances dictate by the Contracting Officer Representative (COR).
Work schedule is normally Monday -Friday, 7:30 AM – 4:30 PM; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.
U.S. Citizenship:
Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.
TRAVEL:
Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the Government two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the Government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef System’s Program Manager and Government for review prior to travel.
SECURITY:
All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.
All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.
DELIVERABLE:
Contractor Progress, Status and Management Report (PSMR).
On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.
The report shall have five sections:
Project Title, Time Period of report, Date
Performance: Current status of deliverables, measured against project expectations.
Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
Risk: Are there known or anticipated opportunities or events that will or can affect project.
Technical Report – Study/Services:
All reports and data shall be submitted in a non-proprietary, easily transferrable format.
All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
