Introduction:

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory (AFRL), the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.


Description of Services:

The contractors shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.

The Air and Space Biosciences Division (RHB) is seeking experienced logistics operation technicians to provide division logistics operations support to oversee 37 biotechnology, sensors development and cognitive neuroscience laboratories (labs) across multiple buildings, branches, and sections within our organization. The division logistics operations support associates will be responsible for executing the day-to-day tracking of the equipment inventory inside the labs. The successful candidates will have excellent organizational and managerial skills, strong communication skills and be able to work well under pressure.


 Mandatory Qualifications:

 
  • The contractor employee shall have a minimum associate’s degree in a scientific field, with a preference for chemistry or biology.
 
  • The contractor employee shall have at least two (2) years’ experience managing equipment inventory and necessary administrative duties that correspond with the work.
 
  • The contractor employee shall have experience as a logistics operations focal point.
 
  • The contractor employee shall have the ability to lift/move 50lbs.
 
  • The contractor employee shall have strong organizational and managerial skills.
 
  • The contractor employee shall have excellent communication and interpersonal skills and demonstrates the ability to work under pressure and manage competing priorities.
 
  • The contractor employee shall demonstrate an exceptionally high capacity for working autonomously and performing assigned tasks with minimal supervision.
 
  • The contractor employee shall have experience interacting with the equivalent of Wing-level Logistics Managers.
 
  • The contractor employee shall demonstrate proficiency with the Microsoft Office Suite.
 
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance.


Highly Desired Qualifications:
 
  • Demonstrated experience with all PWS 1.2 tasks.
 
  • At least two (2) years’ demonstrated experience of relevant regulations and safety standards for biotechnology, sensors development and cognitive neuroscience laboratories.


Tasks:
 
  • The contractor employee shall support the Division Operations manager and the division lab manager while assisting in facilitating the management and oversight of the operations of 37 labs across multiple buildings, branches, and sections to ensure all labs operate efficiently, safely, and effectively.
 
  • The contractor employee shall assist in the development and implementation of standard operating procedures (SOPs) for all laboratory operations and ensure overall compliance with relevant regulations and safety standards.
 
  • The contractor employee shall monitor lab equipment, inventory, and supplies, ensuring
 
  • they are properly stocked and work with Hazardous Waste Managers to properly disposed of based on relevant chemical and biological hygiene regulations, i.e. 711 HPW Chemical Hygiene Plan.
 
  • The contractor employee shall identify lab consumable replenishments and complete appropriate paperwork for the appropriate Government Purchase Card holder.
 
  • The contractor employee shall work with lab monitors and lab supervisors to ensure all laboratory equipment is maintained and serviced regularly.
 
  • The contractor employee shall assist the lab manager with any required equipment, supply, and logistics operation orientation of new lab personnel.
 
  • The contractor employee shall coordinate with the division lab manager, lab supervisors, and lab monitors, all laboratory activities as it pertains to equipment control and accountability within the Division.
 
  • The contractor employee shall track/maintain physical and electronic records of available equipment and maintaining visibility of equipment (i.e. hand receipt tracking or local form).
 
  • The contractor employee shall manage the lab equipment using the knowledge of United States Air Force (USAF) and AFRL guidance regarding Logistics Material Control Activity (LMCA), Medical Equipment Management Office (MEMO).
 
  • The contractor employee shall manage current equipment operational status (i.e. condition tags, Air Force Tech Order (AFTO) 244, Precision Measuring Equipment Laboratory (PMEL), and medical maintenance requirements).
 
  • The contractor employee shall coordinate with service technicians to conduct/track maintenance of identified equipment.
 
  • The contractor employee shall coordinate the purging/decontamination of equipment for turn-in.
 
  • The contractor employee shall assist with annual reviews of entire equipment inventory.
 
  • The contractor employee shall assist with transferring equipment from contract to government ownership following 711 HPW/RHB purchasing policies.
 
  • The contractor employee shall submit work orders for equipment turn-in, transfer, and disposal.
 
  • The contractor employee shall manage the Division’s Composite Took Kit (CTK) program.
 
  • The contractor employee shall manage the Division’s Test Measurement Diagnostic Evaluation (TMDE) program.



Base Support:

The contractor shall be provided workspace furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.

General Information:

Work shall be accomplished at 2729 R Street, building 837, WPAFB, OH 45433-7913 beginning on 24 February 2025.

Temporary alternate work locations, including remote telework, may be assigned as circumstances dictate by the Contracting Officer Representative (COR).
 

Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM EST; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.


TRAVEL:

Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the Government two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the Government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef System’s Program Manager and Government for review prior to travel.


SECURITY:
 

Individual SECRET Clearances IAW DD254. The Contractor shall obtain a U.S. security clearance at the minimum level of "Secret" for all contractor personnel required to have access to classified information or require IT-II level access. Onsite contractor personnel should have an active clearance prior to reporting for duty in support of any task order. Interim clearances for newly hired personnel shall be processed as expeditiously as possible since some contractor personnel will be required to utilize the SIPRNET and process classified materials; however, this will be on a case-by-case basis. Such clearance must be obtained through the Defense Investigative Services.

The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.

All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.


DELIVERABLE:

Contractor Progress, Status and Management Report (PSMR).

On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.

The report shall have five sections:
 
  1. Project Title, Time Period of report, Date
 
  1. Performance: Current status of deliverables, measured against project expectations.
 
  1. Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
 
  1. Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
 
  1. Risk: Are there known or anticipated opportunities or events that will or can affect project.


Technical Report – Study/Services:
 
  • All reports and data shall be submitted in a non-proprietary, easily transferrable format.
 
  • All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
