Strength and Conditioning Specialist


Reef Systems is looking for an experienced strength and conditioning specialist to establish and administer strength and conditioning protocols designed to maximize the physical performance of entry-level military personnel at the Future Sailor Preparatory Course Recruit Training Command, Great Lakes, Illinois.


Duties and Responsibilities:

The Contractor shall advise, assist, and provide guidance and instruction on physical training, exercises, movements, and injury avoidance to the Future Sailor Preparatory Course (FSPC). The Contractor’s primary role shall be in support of the Recruit Division Commanders (RDCs) who will be the primary leaders of physical training sessions with FSPC students, but situations may arise where the Strength and Conditioning Specialist will be required to act in a lead role as needed. The Contractor shall coordinate training programs with FSPC personnel, Contracting Officer Representative (COR) and the Human Performance Program Officer, working within the principles of Navy Operational Fitness and Fueling System (NOFFS). In addition to the development of fitness programing for FSPC, the Contractor shall also personalize programs for individual FSPC Recruits as required. The contractor shall communicate and collaborate with medical professionals to
ensure a smooth transition from rehabilitation to performance-based activities. Contractor presence shall be required in periodic meetings to review and evaluate physical progress and standards of FSPC Recruits. Additionally, the Contractor shall collaborate with mental health and nutrition professionals to ensure a holistic approach to human performance. FSPC classes convene every three to four weeks. Unless otherwise specified, the Contractor shall perform all tasks within this function Monday through Friday during normal working hours.


The Contractor shall establish and administer effective strength and conditioning protocols designed to maximize the physical performance of FSPC Recruits, with the priority on holistic health and weight loss aligning with Navy operational standards.



Development of Individualized and Group Fitness Programs:

The Contractor shall be directly responsible for oversight of the development and implementation of fitness programs pertaining to Future Sailor Prep Course (FSPC). The Contractor Shall provide guidance and oversight on the design, administration, evaluation, and documentation on the effects of physical training protocols for personnel in garrison, under the supervision of the Human Performance Program Officer and/or the Contracting Officer Representative (COR). All program designs shall be efficiently accomplished with rapid customization and dissemination to the end use,
using process efficiencies wherever possible. The Contractor shall collaborate with FSPC personnel in the suitable application and delivery of fitness programs. Fitness programs established shall be in accordance with Navy Operational Fitness and Fueling System (NOFFS) and be applicable within Recruit Training Command (RTC). Fitness Programs designed by Contractor must be functional and applicable with available equipment and resources at RTC. In the event that an FSPC Recruit requires individualized fitness programing, it shall be the responsibility of the Contractor to assist the RDCs in tailoring programing to meet the needs of the individual Recruit.


Maintenance of the FSPC Fitness Program:


The Contractor shall evaluate the success of the Fitness Program based on the individual success rate. The success of the program is gaged by individual FSPC Recruits reaching Navy Body Composition Assessment (BCA) Standards, within a 1 - 9 Week system. The Contractor shall collaborate with fitness professionals to ensure Programing is up to date regarding the application of NOFFS. The Contractor shall conduct quarterly evaluations of the physical aspects of the FSPC program. Findings of the program evaluations will be provided to FSPC Personnel Leads.



Data Entry and Tracking of FSPC Recruits BCA:

The Contractor shall collect, maintain, and report all data as requested by the Human Performance Program Officer and/or COR. The Contractor shall maintain Body Composition Assessment (BCA) measurements of all FSPC Recruits in order to facilitate data to be utilized in the quarterly evaluation of the FSPC programs effectiveness. BCA measurements are conducted weekly on all FSPC Recruits. The Contractor shall perform administrative duties, such as maintaining records of utilization, workload, conducting or participating in education programs, and participating in clinical staff
quality assurance functions.




General Responsibilities:

The Contractor shall:
 
  • Refer all personnel with an apparent new or undiagnosed medical condition to a medical provider for evaluation and treatment.
  • Assist the Human Performance Program Officer and/or COR in developing facility standard operating procedures, guidelines, and training protocols including the safe use of strength and conditioning equipment.
  • Participate in periodic meetings to review and evaluate physical training programs and identify opportunities for improvement.
  • Participate in periodic in-service training for members of the FSPC staff as appropriate.
  • Attend required training in accordance with guiding instructions. Command will allow attendance at the necessary conferences or courses to complete the continuing education units required to maintain professional certifications. Command will allow for attendance of NOFFS training course(s).
  • Assist with supply inventories and provide input regarding supply needs for FSPC. Attend and participate in meetings with other FSPC, Human Performance Program, and medical personnel as requested and/or required.
  • Develop and promulgate training materials as requested and required by the Human Performance Program Manager and/or the COR.
  • Ensure that equipment and facilities are properly organized and utilized and are in safe working condition.
  • Advise the chain of command and/or Human Performance Program Officer and/or COR on strength and conditioning, administrative matters, purchasing of supplies and equipment, supplemental fiscal requests, and staff or recruit issues.
     

WORKLOAD DATA:

The Navy’s recruiting efforts under the FSPC is to obtain an annual 8,800 volunteers to enlist into the program with the goal of qualifying for boot camp and a full enlistment into the Naval
service. These Future Sailors do not meet enlistment qualification for either academic, inability to meet physical fitness testing requirements and failure to meet body composition standards.
The workload under this contract is for those who do not meet physical fitness testing. This is a new initiative and there is no historical data. The following information is forecasted:


 
  1. There will normally be two Future Sailor Divisions formed up each week for 50 weeks out of the year (100 Divisions per year).
    b. There will be normally 88 Future Sailors per Division (176 Future Sailors per week, 8,800 per year).
    c. Division training cycle is ten-weeks in length.
    d. It is estimated that less than 25% of each Division will be for not meeting physical fitness testing standards. The remaining estimated 75% are part of the FSPC for academic development or body
    e. Future Sailors are allowed to stay in the program and be set-back to a different Division as long as they meet established program criteria as determined by RTC.
    Historically, RTC regularly experiences a boot camp Division will decrease in size over the ten-week training cycle with some recruits being set-back in training while others being separated from the service.
    f. The strength and conditioning specialist to Future Sailor ratio should be similar to the Navy’s required ATC coverage. This is based off of the Air Force’s Ortho and Rehab study which establishes the specialist to recruit ratio is 1:500~750 during the physical training sessions. FSPC is staffed with Navy Corpsmen who attend and provided medical coverage during the physical training evolutions and RDCs who are qualified to supervise Future Sailors to ensure they physically train both effectively and safely

     

SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION


Strength and Conditioning Specialist.

The Contractor shall provide personnel who meet the following requirements.
 
  • Minimum of a Bachelor’s Degree in an accredited exercise science, health science, or physical education related discipline.
  • Minimum of 3 years or more of demonstrable accumulated experience (continuous and sustained experience preferred) of developing long and shortrange planning and coordination of sport/mission specific performance programs resulting in attributable results with individual athletes and groups of athletes at the levels of NCAA Collegiate, Olympic, professional, and/or military personnel in the accompanying, respective settings.
  • Possess and maintain current certification by the National Strength and Conditioning Association (NSCA) as a Certified Strength and Conditioning Specialist (CSCS) or the Strength & Conditioning Coach Certified (SCCC) through the Collegiate Strength & Conditioning Coaches association (CSCCA). Maintenance of one of these certifications shall be an enduring element of the requirement.
  • Fluent oral and written communication skills in English.
  • Current certification in basic Cardiopulmonary Resuscitation (CPR) to include Automated External Defibrillator (AED) training.
  • Physical proficiency to demonstrate all prescribed exercises / techniques and to hike over rough terrain and function in austere environments. 
  • Must be able to lift and manipulate loads and weights up to 25 kilograms/55 pounds.
  • Position requires U.S. Citizenship.
  • Obtain and maintain Eligibility for a Secret or Interim Secret Security clearance.
  • Obtain Navy Operational Fitness and Fueling System (NOFFS) Certification.


TRAINING:

The Contractor shall complete DOD Required Annual Training.


Navy Annual Training.

The Contractor shall complete the Navy’s annual training requirements. Training is required to be completed between the months of October to July of each year. The Contractor shall maintain 100% compliance with local mandatory command training requirements. Exact courses and method of delivery vary each year and typically includes the following on-line courses:
 
  • DOD Cyber Awareness Challenge
  • Counterintelligence and Insider Threat Awareness and Reporting
  • Antiterrorism Level I Awareness
  • Department of the Navy Annual Privacy Training
  • Records Management
  • Sexual Assault Prevention and Response Awareness
  • Suicide Prevention
  • Domestic Violence Prevention and Reporting
  • Equal Opportunity, Harassment, and Resolution Options
  • Active Shooter Practical Exercise
  • Operational Security (OPSEC)
  • Counterintelligence and Awareness Reporting
  • CTIP General Awareness Training
  • Active Shooter Training
  • Controlled Unclassified Information (CIU) Training

 Additional training may be required to be completed during work hours, per issued NSTC directives.


DOD SECURITY CLEARANCES:

Contractor personnel must have a favorably adjudicated T3 or T3R investigation to obtain/maintain a SECRET (to include interim) eligibility prior to performing services under this contract.


PERSONNEL CONDUCT:

Services are being conducted for a high-visibility military training command. The Contractor shall provide a positive example to young men and women in a military training environment. As such, it is imperative that standards of dress, grooming, and character be appropriate to a traditional military organization.


Contractor Identification:

Contractor personnel shall wear a Contractor provided identification badge or other item, such as company logo shirts, that easily identifies them as a Contractor. Contractor personnel shall identify themselves as a Contractor employee when attending meetings, answering government telephones, sending e-mails, or working in situations where their actions could be construed as acts of government officials.



Contractor Interactions:

The Contractor at no time shall conduct themselves in a manner in which could be construed as a Government Official. The Contractor shall not enter into or imply acceptance of any type of agreement, institute policy, obligate, promise, appearance of authority, expenditure of appropriated funds, implement policy not approved by the Government, direct or supervise Government personnel or any other action that are Inherently Governmental Functions

WORKING HOURS:

The workday shall be performed in a full-time 8-hour workday with a 30-minute lunchtime break period with the normal workhours being from 6:00 AM – 2:30 PM, Monday thru Friday excluding Federal Holidays. The work schedule may be adjusted from the times listed when the Contractor and COR both concur and will be no additional expense to the government.

The primary place of performance is Recruit Training Command Ship 05 located at Naval Station Great Lakes, IL. The Contractor maybe required to perform various work functions and interactions with other offices on Naval Station Great Lakes, IL. Ship 05 is currently located at:

PERIOD OF PERFORMANCE:

The period of performance is 1 base year and 4 option year periods.          


WORK ENVIRONMENT AND PHYSICAL DEMANDS:

The work is typically performed in a climate-controlled office space. Work is primarily physically sedentary, but will require Contractor personnel to stand and otherwise perform light physical activity as necessary to carry out administrative and other work functions duties. Work maybe mentally and emotionally strenuous and the Contractor shall maintain quality, timely work and remain proficient in required training in a fast-tempo environment.



GOVERNMENT FURNISHED PRPOERTY (GFP):

The Government will provide and maintain accountability of all general office supplies and equipment for the on-site Contractor personnel to use while in the performance of this contract to include, but not limited to, workstation, NMCI computers stations, telephone, fax, copiers, printers, access to NMCI and other government websites/computer programs.



GENERAL SAFETY AND HOUSEKEEPING:

Contractor personnel shall keep his/her office and work area in a clean, presentable, safe condition at all times. Contractor shall comply with Navy safety programs and report unsafe conditions to the COR.



REIMBURSABLE TRAVEL EXPENSES:

No government-funded travel is anticipated under this contract.
