INTRODUCTION:

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and Contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.

The USAFSAM/IE, Defense Institute for Medical Operations (DIMO), mission is to achieve security cooperation through health education and training in the global environment. DIMO aims to be the premier provider of security cooperation focused health education and training that builds strong, resilient, international partnerships. DIMO’s portfolio includes both exportable courses via mobile teams as well as resident courses hosted within the United States.


DESCRIPTION OF SERVICES:

The Contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.


Mandatory Qualifications:

 
  • The contractor employee shall have a Bachelor’s Degree and demonstrated experience related to the tasks below.
 
  • The contractor employee shall have three (3) years of specialized knowledge/experience in project management and event planning.
 
  • The contractor employee shall have three (3) years of experience in the fields of international health, security cooperation, and protocol within any Federal agency.
 
  • The contractor employee shall have an active favorable T1 clearance at time of award.
 
  • The contractor employee shall have a signed Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this contract. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.

Tasks:
  • The contractor employee shall complete the Defense Institute of Security Cooperation Studies Introduction to Security Cooperation (SC-101) 12-hour online course within 30 days of beginning work.
 
  • The contractor employee shall complete International Military Student Officer (IMSO) training within 3 months of beginning work and shall maintain IMSO currency.
 
  • The contractor employee shall coordinate the CONUS based resident courses IAW security cooperation guidance and DIMO standard operating procedures.
 
  • The contractor employee shall access required information systems required to initiate, input data, monitor, and coordinate resident courses such as SANweb. Provide reports on course status and relevant information from available data as needed for leadership.
 
  • The contractor employee shall adhere to resident course preparation activities in accordance with Resident Course Preparation Timelines. Prepare and execute resident courses which require working offsite at local hotels.
 
  • The contractor employee shall coordinate/perform International Military Student Officer (IMSO) duties.
 
  • The contractor employee shall present administrative/course information briefings, demonstrate customer service skills, and prepare documents pertaining to the resident courses hosted by DIMO.
 
  • The contractor employee shall act as the focal point on the development, analysis, evaluation, and execution of the resident courses.
 
  • The contractor employee shall monitor/assist with the DIMO resident courses development and instructor selection/coordination to include the courses’ logistical needs.
 
  • The contractor employee shall coordinate courses/training with the course Director, Security Cooperation Program Manager, AFSAT office, country embassies, DoD, Non-Governmental organizations (NGOs), and other supporting organizations in accordance with course Operating Instructions (OI) and checklists.
 
  • The contractor employee shall maintain international flags used for resident courses, to include storage and inventory after each use, ordering replacement flags, and preparing the flags for use.
 
  • The contractor employee shall assist in Mission Specialist mobile team tasks as assigned by the Chief, Operations.
 
  • The contractor employee shall coordinate with Team and Course Leads as they relate to MTT missions to deliver/pickup mission supplies, personnel and international students.
 
  • The contractor employee shall determine ways to improve operations and introduce new and innovative activities to increase awareness/promotion of DIMO consistent with established goals and objectives based on customer needs and potential customer demographics.


BASE SUPPORT:

The contractors shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E- mail and applicable database will be available within the scope of the contract. The Contractor shall comply with local, AF and DoD policies.


GENERAL INFORMATION:

Work shall be accomplished primarily at JBSA 1320 Truemper St., Lackland AFB, TX 78236 beginning on 15 September 2024. Temporary alternate work locations may be assigned as circumstances dictate by the Contracting Officer Representative (COR).

Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM (CST); however, there may be times when it is necessary for the Contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.


TRAVEL:

Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the Government two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the Government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef System’s Program Manager and Government for review prior to travel.


SECURITY:
 
  • All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
 
  • The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.
 
  • All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.


DELIVERABLE:

Contractor Progress, Status and Management Report (PSMR).

On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.

The report shall have five sections:
 
  1. Project Title, Time Period of report, Date
 
  1. Performance: Current status of deliverables, measured against project expectations.
 
  1. Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
 
  1. Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
 
  1. Risk: Are there known or anticipated opportunities or events that will or can affect project.
